The deletion of original Article II (Salt)

and the omi ssion from Article V of the provisions

relating to the free carriage of Chinese mail may

give rise to difficulties. The limitation of the

privileges under Article V. to Kwangtung and

Kwang si would be undesirable as lending colour

to the theory that China is divided into

regional Governments.

It is difficult to see

how the Chinese can be expected to grant the

privileges to Hong Kong manufactures contemplated

under Article X. The views of the Inspector-

General of Chinese Maritime Customs on these and

other points of the revised draft should be

ascertained.

relations between Great Britain and China it is

undesirable that there should be any considerable

increase in the number of Chinese owned vessels

navigating the inland waters of China under

the British flag. A premature raising of

controversy on the subject of inland water

navigation rights inChina is highly undesirable,

The Agreement as a whole:- The Agreement has

a direct bearing on the policy of His Majesty's

Government and on British relations and British

trade with China generally and should be examined

in relation to these interests and not only the

narrowly
